It's important to remember that phone numbers given to you by locals will most likely be given to you in a local calling format. However, your OneSimCard phone requires that you always dial as if dialing internationally, even when making in-country calls.
Example
You are in France and need to make a call to another French phone. The number you were told to call is 01-4553-5444. Referring to the table below, you will see that in France you need to remove the 0 and add the country code in front of the number to make this call. So, you would actually dial +33-1-4553-5444.
